Personality:
In essence, Reimi is an average girl thrust into extraordinary circumstances.
Despite having met a tragic fate, she maintains many superficial teen interests even in death - she enjoys painting her nails and attempting to divine the fortunes of others through the way pocky sticks break in their hands, for example. Although there’s no point to such things for a ghost, she takes them nearly as seriously as she does truly important matters; when Rohan counters her 'predictions' with some of his own, she appears genuinely concerned at the implication she's afraid of love.
Such naivety is understandable - Reimi was only sixteen when she died, and spent the next ten or so years in relative isolation as only stand users could perceive the spectral alley in which she dwelled. This innocence, however, doesn't mean that she’s a fool. She possesses a keen eye for reading the environment, and has no qualms calling people out on their actions.
Nor does she have any qualms about taking a little petty revenge. For all her cheerful disposition, Reimi can be quite mischievous. In retaliation for Rohan mocking her nail polish she terrifies both him and Koichi with a ghost story - one which is eventually revealed to be the events of her own death. She also enjoys some good-natured teasing, affectionately poking fun at Rohan for refusing to express how he genuinely feels.
For all her pleasure in giving people a good spook, none of Reimi's little jokes are ever done out of spite. She’s an incredibly compassionate girl with an impossibly big heart that extends beyond her own friends and family, taking the time to guide any who wander into her dangerous alley back to safety. On the night of her death she chose to throw the then four year old Rohan out of her bedroom window to safety at the cost of being able to escape Kira herself - essentially sacrificing her life to give him a chance at survival. Even in adulthood, when Rohan has repressed those traumatic memories and no longer recalls her, she still continues to look after him.
Most importantly, her love for the entire town of Morioh was so strong that, upon dying, she found herself unable to pass on to the afterlife with the rest of her family while knowing that her killer was still roaming free. The knowledge that other girls are still suffering the same fate that she had effects her so strongly that Reimi begins to weep as she tells Rohan and Koichi her story.
While she retains her sensitivity, the pain that Kira has inflicted upon her (and continues to inflict upon Morioh) has also forged an iron will in Reimi completely uncharacteristic of an 'average' girl. Her status as an unsettled ghost is completely voluntary, and not even a decade of solitude and frustration can sway her from her mission of ridding the town of such a hideous killer - she mentions that other people had wandered into the alley prior to Rohan and Koichi, but all fled in fear before she could request they investigate the murders.
Reimi holds a steadfast belief in both justice and those she's come to call friends, and this gives her the power to face down even the most terrifying specter from her past - when Kira finally dies it is Reimi, not the protagonists, who renders his final judgement upon him. While she may not possess the fantastical powers of both her friends and foes, this does nothing to prevent her from protecting that which she holds most dear.
